In world of warcraft for a S.V hunter is mastery rating worth having?

i am a newb 85 hunter with S.V tallent and i was just wondering if mastery rating (ess. of viper) was worth having when it seems like it could go to somthing better? also is S.V the best tallent to have for pvp?
